From what you are describing the contacts in the element sensor are stuck together, this is the reason why the hot surface light is on all the time & the element is not working. The sensor also controls the power to the element.

For this model, the element & sensor come together when you order the element. I would recommend you have the element/sensor replaced.

You probably need mortar, not grout, for this application. Specifically firebrick mortar or refractory mortar. This is made for high temperature applications.

I am assuming you mean the sensor that mounts across the top of the 6/9 inch element on the top of the range. To replace this sensor you have to replace the element.

The part number of the element is 318198923 and the cost is around $90.00.
