I'm sorry for the inconvenience. The filter on this model will twist to remove it. Twist it counterclockwise to remove it and to replace it, turn it clockwise. The water does not have to be turned off to replace the filter. If you need more assistance, please resubmit your question, with additional details.

This refrigerator does not have a water filter. The owners manuals supplied with most refrigerators are generic manuals and cover multiple models. This manual lists the filtration as an option. This information was based on model number 106.57765790 and from owners manual number 2200128. I have attached an image of the manual below, see key 14, water filter on some models.

Once the cap is removed the only thing keeping the filter in place is the o-ring. Try pulling on the filter with a pair of pliers. Here is a copy of the replacement instructions from the owner’s manual.

The water filter for your refrigerator is located underneath the freezer door. It sits in a hole in the toe plate or lower grill of the refrigerator. There is a plastic cover that you turn counter clockwise 1/4 turn and it comes off. Now you can see the filter and it has two handles for you to grasp.

Rotate the filter counter clockwise also a 1/4 turn and it will come out. You don't have to turn the water off to the refrigerator, there is a valve in the filter housing that bypasses the water when the filter is removed.

I can understand your confusion.  I am aware of filters that are put in one of two places: behind the kick plate on the floor or on the ceiling of the refrigerator.  Your filter appears to be behind the kick plate close to the floor.  I have located your owner's manual that gives a very good explaination on page 15.
