Gooey residue from the fabric dispenser on the clothes or no softener on the clothes is equally upsetting. I attached two links below with suggestions for cleaning the dispenser. The model numbers do not match but some of the information is general. If you have the entire model number available, you can also enter it at the Manuals tab at the top of this page to access the online owner's manual. This type information should be available. From what you are describing it sounds like the dispenser is clogged.

The dispenser drawer is removable for easy cleaning.

1. Unlock the dispenser drawer by pressing the Release Lever. Remove the drawer.

2. Remove the inserts (the siphon from the softener and bleach compartments).

3. Wash the parts under running water.

NOTE: Do not wash components in the dishwasher.

4. Replace the inserts and return the dispenser to the drawer.

If this does not resolve the issue I recommend calling a service technician to diagnose & repair.

I would recommend putting the unit in a test mode that checks the fabric softener dispenser valve. This involves pressing several keys on the control. You will need to have a volt meter & access to the dispenser. Please see the images provided for the test mode set up & diagnoses.

You mention diluted fabric softener in your question and there's no doubt the softener must be diluted to spin out of the dispenser in spin.

This is a fairly simple system to dispense the softener and there's not much that can go wrong but there are a couple of things to consider.

The softener must be diluted and you indicate it is.

The washer must spin fast enough to spin the softener out of the dispenser and from the description you give it is likely there is a spin problem.

You can check for a high speed spin during the cycle with a medium load. Some clutch/basket drive problem only so up with a load. The washer might spin empty or with a light load but not with a heavy load. A weak basket drive would lead to a weak spin and the softener would not be spun out.

This washer has a neutral drain and sometimes if there is a timer problem the washer will drain but not spin at all. This would leave the dispenser full of softener.

A little residue will always be left behind but the dispenser should be mostly empty after the cycle.

Before taking anything apart I'd suggest you try to monitor the spins in the cycles and see how they do with a load.

What you’re describing sounds like a problem with the dispenser valve. I recommend running the diagnostic test mode so you can check out the operation of the dispenser valve. The number that you submitted (8566934B) is the part number for the owner's manual of several different models of Kenmore washers. From your description, I take it that you have a fabric softener dispenser as shown in the first image below. If this is the type of fabric softener dispenser that you have on your washer, make sure that you thoroughly clean the dispenser using the instructions in the image below. This will allow the dispenser to drain properly.

Follow the instructions in your owner's manual regarding the dilution of liquid fabric softener as well. Most liquid fabric softeners are so thick that they will not dispense properly unless they are diluted with warm water. Pour some fabric softener into the dispenser and then add warm water to fill the dispenser to a level just below the lowest edge in the dispenser opening. If you were using just full strength fabric softener in the dispenser, then diluting it should help it dispenser properly.

When the washer spins for the first time (prior to the rinse cycle), the fabric softener solutions is slung up and out of the dispenser cone-shaped cup and is held under the lip of the dispenser top by the centrifugal force of the spinning agitator. When the spinning stops so that the washer can fill for the rinse cycle, the softener solution drops down the outside of the dispenser and into the washer tub. Understanding this process may help you determine the cause of your problem. Thoroughly cleaning the dispenser and diluting the fabric softener should .
