Is frost on windows normal?

We bought a new open two-story house in Edmonton. On the new vinyl windows we've discovered frost at the bottom of the windows, both upstairs and downstairs. Is this normal? I though thermal widows didn't have this problem. (We moved from the West coast, so we're new to this weather.)

Yours is a fairly common problem, particularly in new houses, and especially during cold snaps early in the winter.
