Why is my Kenmore freezer model 106.71292100 hot to the touch all around the outside front edge?

It is hot for a while, cools, then gets hot again (very hot). The cycle repeats. Is it possibly the thermostat for the defrost heater not working properly so that the defrost heater is turning on too frequently and/or staying on too long? If so, about how much would that be to fix (parts and labor)?

What you feel is probably normal. The front of the cabinet will get warm and can get hot to the touch. The reason for this is there is a Yoder Loop (hot condenser tubing) that runs along the front edge. When the compressor is on, hot gas runs through this loop causing it to get warm or hot and when the compressor quits, it will cool down again. This is why the cycle repeats itself and is normal operation. If you need more assistance, you can resubmit your question with more details.
