How do you tighten the crank arms on a Schwinn SR23 recumbent exercise bike?

The cranks came already assembled out of the box. One of the cranks has become loose, causing the bike to wobble significantly when used. The opening for what appears to be the access for the bolt to tighten is way small and weirdly shaped. Do I need to remove the front housing in order to fix this problem?

The bolt that holds the crank arms to the axle is probably a torx head. You should be able to tighten the bolts from the outside.

You can buy a set of torx bits with a driver for around $10.00.
