Issues with my Whirlpool Smooth-top stove burners...

I have a whirlpool smooth-top stove, model #RF378LXKQ. One of the burners works great all the time, but three of my burners work when I turn the switch on high, but when I have them set to a low temperature, I hear a zapping, electrical sound, and the burners no longer work, like they're shorting out. What do you think the problem is? I'm assuming that the infinite switches are bad, but don't want to pay for replacements if it's not the problem.
