Refrigerator model number 106.52299100 evaporate fan not working

My side by side refrigator model #106.52299100 is not cold. When it is plugged in the compressor is on and so is the compressor fan located under the unit. The coils are getting cold and icing up in the freezer but the fan above the coils is not working. (Picture #1 attached) I think this is the evaporator fan motor part number 2188357.
Should this fan alway be on when the compressor is on?
I put a volt meter across the fan connections(Picture #2 attached) and I read about 15Vdc across it so I think it is getting signal power from the refrigator?
Is this the correct voltage signal?
If not do you know what to test next?
Is it possible that the evaporator motor burnt out?

Any help would be greatly appreciated.

Thank you for your question. I'm sorry you're having this problem with the fan motor. The fan should be running whenever the compressor runs. It can also run in this model sometimes, when the compressor is not running. The motor in this refrigerator is a 120 volt ac motor. If this voltage is not there, the control board # 8201527 will need to be replaced. I hope this will help you.
