The ground rod should be full length (8 feet in the United States).

Ground rods are often cut because of the difficulty in driving them their full length, particularly in rocky soil. Look at the top of the ground rod. You should see the data stamped on it.

Electricians can check the quality of the ground and it may be okay even if the rod has been cut. Utilities will sometimes allow people to do unconventional things with ground rods.
