How do I program a ceiling fan remote model R520T?

I have a Kenmore ceiling fan and remote. All of the switches are set to off. It does not operate the fan. When there is an electrical power outage and the power comes back on, the fan sometimes operates on low. Upon switching the circuit on and off several times, it may try to start. After the breaker is reset, the lights come on but do not dim. The fan will not start. The remote model number is R520T.

I am not able to find technical information regarding your ceiling fan with just the model number of the remote (R520T). According to the details of your question, it sound like the fan and remote have frequency switches similar to the ones illustrated below. As long as the switches on the remote match the switches on the receiver, then the remote should operate properly. If the switches match and the remote still does not work, you could have a problem with the receiver (or the remote). Power surges through the electrical lines can adversely affect some types of receivers on certain models of ceiling fans. If the receiver is damaged, you may have to replace the part or possibly the fan if the part is not available.
