Why is my Kenmore dishwasher not cleaning properly?

I have a Kenmore Ultra Wash dishwasher that is not cleaning the dishes properly. The upper level is not spraying water & the lower level does not clean well.

Without a model number I will not be able to give you a specific answer. Usually when the upper spray arm is not rotating & the dishes are not cleaning very good there is either a water fill problem or water circulation problem. The correct water level in the tub should come about ½ inch from the bottom of the float. The other possibility would be a restriction in the pump/motor assembly, not draining out or poor wash motor performance. I would recommend replacing the water inlet valve & checking the water supply pressure. Please resubmit your question with a valid model number so we will be able to better assist you on this issue.
