Why are there suds left in bottom of the dishwasher after the cycle?

Kenmore Dishwasher Elite Model 665.15982990. When the cycle is completed and the machine turns off, there are soap suds left in the bottom of the washer. Why?

Suds left in the bottom of the dishwasher tub would indicate:

using too much detergent

using wrong kind of detergent

rinse agent is dripping into the tub and mixing with the wash water.
