can I put countertop microwave into cabinet cut out without special venting?

I have cut out in cabinet. Is it safe to put countertop microwave oven in it?

Yes, you can put a counter microwave into a cabinet - you need to leave a bit of space around it so that heat generated from the electronics can ventilate out. There will likely be some vent holes on the back or the sides - don't cover these up or put those sides tight against the cabinet.
