How do we get our wet/dry vacuum to suck air instead of blowing air?

I cannot find the model number but it is a Sears Craftsman wet/dry vacuum serial number 4278-V3116. The vacuum has a port for blowing air and one to suck air, I have the hose in the one to suck air but it is blowing air out the other port.

That is correct, one port is used for suction and the other is the exhaust port which can be used to blow leaves, etc. The exhaust port can be used as a blower by removing the hose from the suction port and connecting it to the exhaust port. It is normal for air to be blowing out the exhaust port when ever the unit is turned on.
