I have no spark to my roto tiller. Could the problem be the armature magneto?

It is a model 917.294260, with a Briggs and Stratton engine model 120302-0300-E1. I am getting no spark to the spark plug. Your part for the armature magneto is 695711 could this be my problem? Does this part normally go bad?

I have a tiller model number 917294480 that has no spark either. I have tested with a new spark plug grounded out on the top of the engine. Nothing. Is there a way to test the armature magneto and wire? If I need to remove these parts how do I access them, IE what do I have to remove to get at the parts? I do not see a kill switch on my engine. There is a separate handle to hold with a cable attatched that is the kill switch I believe? I held that handle in the up position while testing for spark.

If you have no spark with the kill wire disconnected from the armature magneto, the armature magneto is bad. These parts don't fail often, but when there is no spark it is either the armature magneto or a shorted wire or kill switch.
