What is the Hidden Bake cover on my Kenmore range, model number 790.4678? How is it used?

This is a new range. It seems to have the hidden bake cover over the bottom coils in the oven. What is this cover used for? The instruction book mentions how to remove and replace it, but what is it? How is it used? Do you take it out when not "baking"? Is there a manual on this?
