Why won't my Kenmore washer model 417.44152400 rinse and spin?

I have a Kenmore washer model 417.44152400. It will wash but not spin. I have turned the knob to rinse and spin. Also, it will not rinse the fabric softener into the washer. Is it the timer or board that needs to be replaced? How do I fix this problem?

This washer will normally flash an error code on the console. The information about error codes and diagnostic tests for this washer is shown in the images below. If you can determine the error code being signaled on the console when the washer will not continue in the cycle then you may be able to diagnose the cause of your failure. I also provided some access information and other technical data. This information is intended for technicians. If you use this information, be sure that you follow electrical safety guidelines.

Unplug the washer

to disconnect electrical power before accessing internal components. I do not recommend that you conduct any live voltage checks that are described below. A service technician will need to conduct any live voltage checks on this machine if necessary.

In regards to your dispenser problem, if the washer will not advance to the rinse cycle then it may not get to the point in the cycle where the softener should be actually dispensed. If it does advance to that point and the fabric softener is not being dispensed, then I recommend that you check the dispenser drawer for a clog and make sure that you are properly diluting the fabric softener. I provided the cleaning procedures and theory of operation for the fabric softener dispenser in the images below. A step in the diagnostic test cycle will check the fabric softener dispenser. If this test fails then you could have a problem with the control board, the dispenser valves, the dispenser or a wiring failure in that circuit.

I provided a large amount of technical information regarding these failures. This may help you determine the cause of your failures. I suspect that you will need additional help depending on the details of you failures and the results of the tests recommended above using the technical information provided below. If you do need more help, resubmit your question with additional details.
