When mower blades are engaged they don't turn at full speed and there is no noise indicating that the blades are turning.

craftsman 917.273760, clutch lever engaged blades turn at a slow speed. engine does not get louder when clutch lever is engaged. when clutch lever is disengaged the blades continue to rotate at a slow speed.

Lower the deck to its lowest setting with the engine not running and get someone to engage and disengage the mower deck. Watch the idler pulley (item 145 in the parts diagram) to see if it moves against the back of the belt to tighten it.

Watch the spring (item 148) to see if it moves the pulley away from the belt when the deck is disengaged.

I think you will find your problem here.
