The starter locking up could be that the rewind spring is broken or the engine has problems it’s hard to tell based on the information you provided. To check for engine problems try removing the spark plug and then pulling the starter rope. If the starter works there is a problem with the engine.

Replacing the starter rope on most mowers is a little tricky and it may be to your advantage to simply purchase a new rewind starter assembly. As you stated your mower has a Briggs and Stratton engine on it.

To reinstall or replace just the pull rope follow the steps below. You will need to remove the starter rewind and blower housing as 1 piece.

Remove the blower housing cover.

Remove the blower housing 4 bolts.

Without the rope installed rewind the starter pulley 5 to 8 times.

To keep the pulley from moving place a screw driver thru the vanes of the pulley and the top of the housing and align the hole is the housing with the slot where the knot was.

Since the pull rope is probably nylon burn the end that goes into the starter assembly and taper it for ease of installation. You can also use a paper clip attached to the end of the rope to act a as a guide to make it easier to install.

Thread the rope into the pulley and knot the end.

Tie a slip knot in the pull rope where it enters the housing.

Carefully remove the screw driver and allow the pulley to retract the rope.

Untie the slip knot.

Reinstall the housing to the engine.

If there is an eyelet on the handlebar loosen it enough to be able to get the pull rope thru it.

The pull rope size is usually (98" X 9/64" DIA.).

The starter rewind part number is 497680 for $38.81 and is available at

Sears Parts Direct

.

To replace starter rewind assembly follow the step below.

Remove the blower housing cover.

Remove the blower housing.

Remove the 4 screws or drill out the rivets that hold the starter assembly to the blower housing.

Lift the starter off the blower housing.

Install the new starter rewind assembly using the screws and nuts that came with the new assembly.

Reinstall the housing to the engine.

If there is an eyelet on the handlebar loosen it enough to be able to get the pull rope thru it.

I hope this helps.

If I can be of further assistance please feel free to submit any questions you have along with the specifics.
