The Reverse Osmosis is a Kenmore Brand. Model UltraFilter 500 625.384750. The storage tank is suppose to hold 2.3 gallons however after cycling all night (no use) the maximum amount of water available is approx 1 gallon (maybe a little less). I also notices the tank bottom is starting to rust however, it does not leak.

The maximum output of the RO system is around 1 gallon. After drawing 1 gallon from the tank the pressure inside the tank drops and won't push any more water to the faucet until the system makes some more RO water.

The RO system should produce around 10 gallons of RO water each 24 hours.

It sounds like your RO system is working normally. You can expect to draw glasses of water frequently. When you need to draw larger amounts of water you will have to let the system produce more water after around 1 gallon.
