what is causing my black n decker lawn hog electric mower mm575 to blow circuit breakers when I plug it in and try to start it .Could it Be the rectifier.

That is a very big inconvenience, my suggestion would be for you to look for a model number. Once you do that follow this link that I provided down below. The link will show were you can look up the owner's manual. That may help you in your issue.

The problem could very well be the rectifier. It could also be a problem with the motor itself, though that sort of thing is relatively rare.

The rectifier is part number 72256-03, it’s pretty inexpensive and certainly worth a try before having the motor rebuilt or even torn in to.
