Thank you for your question.

I am sorry you are having a problem with the snow blower. By what you have stated the engine is not running and leaking fuel. I suspect the carburetor is gummed up and should be cleaned or replaced. If the carburetor leaking the float, needle, and seat are not stopping the flow of fuel into the float bowl. I have provided you with an image below showing the break down of the carburetor. Remove the float bowl and float. Then flush the passages with carb cleaner and compressed air.

The snow thrower is defiantly something you are needing to have this winter. I was able to find a discussion that might help you understand and possibly be able to give you tips on what to do.
