How can I remove the film from my headlights?

2004 Toyota RAV, The headlights have a ilm over them that doesn't wash off. It blocks a lot of the light.

The plastic lenses might have started to deteriorate. You can try buffing them to make them better but it will return. Only total fix is replacement. Sorry!
