Can an individual clean the dust out of the inside of the computer tower or is this best left to an expert?

You should be able to clean that out yourself, just don't use any liquids in there. Instead, use a can of compressed air. Be sure to read the label and follow the instructions. Some of them need to be held straight up and NOT shaken. Also, you should use "bursts" of air, rather than holding down the "trigger" continually. It's best to do it outside, if possible, and be aware of "blowback" (sometimes the dust will come back at you and can get in your eyes, etc). If you can remove both sides of your tower case, that is preferable.
