Craftsman Self propelled gear case assembly.

After repairing the self propelled gear case assembly on my Craftsman self propelled mower (model #917.376674) I also needed a new pulley( part #416987). I received the part but it was on half of the pulley. And after calling them & telling them this I received another half of a pulley. When looking at the picture in the book, it appears to be a one-piece pulley. So why do they keep sending me a half of a pulley? Am I supposed to put the 2 halves down on the shaft then my locknut. Or is this supposed to be a one-piece pulley like the picture shows? See attached image.

I know how important it is to have a good working Tractor in your home so that you can keep your grass maintained.
