How to get starter coil to pull? Craftsman, Model Number 247.38520.

I just recently bought a push mower. It is a Craftsman 21" lawn mower, Model number 247.38520.

I have assembled the bolts and the handle is stable but the starter cord won't pull. How can I fix this problem?

I am sorry you are having a problem with the mower. Usually when we have this question, it is because a step in the set up is skipped. The handles protrude into the path of the mower blade for shipping. During set up, the T bolts are not removed so the handle can be pulled out. I have posted an image below that has the instructions. Click on the image and make sure that step number two has been done. If this has been done check the engine control cable. It should be connected on both ends. If it is connected watch the cable down at the engine when the bail is pulled. The engine brake should release. If the cable is working correctly and the rope will not come out, disconnect the spark plug wire, and tip the mower on its side. Make sure to tip it so the air filter is up. Then check for packing material jammed in the blade. I hope this is helpful. Please let me know if you need further assistance on the mower.
