Troubleshooting Kenmore Coldspot Refrigerator

My Kenmore Coldspot Refrigerator model #106.73842302 Mfg date 2003 .10 had water in the bottom, I went to this website and found out how to fix that problem. O.K. followed the instructions removed the back panel from the freezer, found the drain hole covered in ice. I speeded up the thawing process by pouring hot water until it started to drain. However, when I plugged the refrigerator back in nothing happened,the inside light came on but, no motor or fan sound. At this point I connected the ice maker plug and there I noticed a wire with a little metal thing that looked as though it should slip over or on to something. I did not notice it when I disconnected the ice maker. Perhaps it"s a ground wire? I have no idea where it belongs. Could this have something to do with the refrigerator not coming back on? Does a refrigerator take time to restart it's self after being plugged in? I can't imagine what I did to it. Can you please help me. Thank you for your time. I will be anxiously waiting to hear from you. Oh, yes can you also guide me to the placement of that wire?
