Most dryers do not have breakers. The breakers the manual is referring to are the breakers in the house breaker box. I recommend turning the breaker off then back on and see if the starts. If it does not start, you will need a volt ohmmeter to diagnose the dryer. If you have a meter and feel comfortable checking live voltage, please reply below with the model number of the dryer. Then I will give you the checks that need to be made to determine the problem.
