Air compressor will not build up pressure.

Craftsman model #919.165510 approximately 10 years old. Runs but will not build up pressure. Check valve and pressure switch has been inspected and appear to be functioing property. The valve plate assembly at the top of the pump has not been inspected due to a malfunction in the shroud which I have not been able to remove yet. Is my problem possible in the reed valve plate assembly? Any other suggestions?

The problem could very well be the reeds. Start the compressor up and hold your hand just over the air intake and see if you feel air blowing from the intake onto your hand. If you feel air blowing out of the intake then the reeds are bad. If you do not feel air coming from the intake and everything has been checked then it's mostly likely the piston ring on the pump.
