I know that it can be very difficult to have problems with your dishwasher. The water should fill to at least 1/4 inch below the heating element in the bottom of the tub. To check the fill level, start a cycle and then crack the door to stop the dishwasher just after the filling stops and before the spray starts. Open the dishwasher door fully and look at the water level in the bottom of the tub. If it is low, try manually adding some hot water with a bucket or container to see if the dishwasher will fill wash properly with the correct amount of water.
If the dishwasher is not filling properly, you may need to check the water pressure and flow from the fill line for the dishwasher. You can shut off the electrical supply and water supply and then reverse the installation instructions to pull the dishwasher out from under the counter to check this issue. If you check the water supply and find low pressure or flow, I recommend having a plumber repair the water supply to the dishwasher. If the water supply is okay, check the inlet water screen on the water valve of the dishwasher for debris or deposits.
