The easiest way I have found for customers to drain the fuel is with a turkey baster. You should be able to find a cheap baster at the super market. Once the tank is drained you can refill it with fresh fuel. If the carburetor has fuel in it you can drain the fuel out of it if it has a plug off to the side of the float bowl. The image below will show you the parts of the carburetor.

I hope this is helpful. Please let me know if you need further assistance.

Thank you for your question.

I am sorry you are having a problem with the snow blower. First, make sure the fuel you are using is less than five weeks old. If it is full of old fuel, you can use a turkey baster to remove the old fuel. Next, be sure red key is pushed in all the way. Then move the choke lever to on and push the primer 3 to 5 times. Then try to start the engine. If the engine does not start, I suspect the problem is a dirty carburetor. To confirm this pour a few teaspoons of fresh fuel into the throat of the carburetor (the first image below will show how to get access to the carburetor.) then pull the starter rope. If the engine tries to start or starts, I recommend cleaning the carburetor. I have posted a few images below to aid in cleaning the carburetor. Once the carburetor is apart, clean all the passages with carb cleaner and a bread tie wire.

Please work in a well ventilated area and use caution when working with fuel.

Good morning... I can fully understand your concern regarding this screeching sound issue. I've located a link that is very similar to what you're experiencing, though I don't think they address the screeching sound to my satisfaction. Keep in mind that an expert will be responding within the next two business days if not sooner and will likely offer you more information and instruction. Until you hear from us, have a nice day.
