pull cord to start pressure washer does not work

The pull cord gets stuck with only about 5 inches of pull cord outside the pressure washer

I am sorry you are having a problem with the pressure washer. If the pull cord will not pull out, I recommend pulling the trigger on the wand while trying to start the engine. If you can start the engine this way, I suspect the unloader valve in the pump is stuck. The unloader should open when the pump builds enough pressure. If it does not the engine will act as if it is seized. To cure this, the unloader has to be replaced. If you cannot pull the starter with the trigger pulled, I recommend removing the spark plug. Then try to pull the starter rope. If it will not pull out, I suspect the engine is seized. This can be cause by running the engine low on oil. To fix this the engine will need to be replaced.
