Oven will not heat after a self-cleaning cycle

I have a Kenmore Elite Electric Range, model 790.98023801.
My oven and stove have always worked well, since the purchase a few years ago.
For the first time, we did a self-clean for 3 hours.
I am trying to use my oven for the first time since the self-clean, which was 2 days ago.

The upper oven works fine. However, the lower oven will not heat up. The temperature display will not go past 100 degrees. When I touch the oven, it is cool to the touch -- it did not heat up at all, even after letting it "pre-heat" for 15 minutes.

What can we do?

Based on your explanation of the lower oven not heating after a self-clean I would suspect that either the control has failed or the thermal protector has failed preventing the elements to come on.

Electrical testing will be needed to determine the exact cause of the problem. Often removal and disassembly is required. It is highly recommended that an experienced technician be called for this type repair due to the extensive circuit knowledge needed as well as the special tools and equipment required.
