Usually, rust in a top-load washer around the bleach dispenser is caused by concentrated bleach splashing around/outside of the bleach dispenser. Rust can happen in any brand washer. A quick online search shows complains about all brands (Whirlpool, Maytag, Kenmore, LG, Samsung, GE).
If you have a bleach dispenser on the side of the top opening of the washer, bleach can spill and drip through to cause rust on the underside of the top panel. Normal moisture can sometimes cause rust in this area as well. Flakes of rust could be occasionally dropping down into the basket during the wash cycle. You could also have a spin basket this is rusted. A problem with rust in the water supply to the washer could also cause this problem.
