The reason being that many states now require a plumber to install a water heater. You can get it delivered to your home, then find a local handyman (or plumber if required by codes) to install it.
In my area, codes require plumbers to install water heaters now. It should be cheaper to order the water heater on your own from Sears and get someone to install it, than to order it from somewhere that finds plumber to install and buy it for you. Places that do that charge a mark-up on installation from a third-party. (I hope that makes sense.)

If you can hear the ice maker grinding, it will indicate the motor or gear has failed and the complete ice maker will need to be replaced. If there is no sound, try to manually place this ice maker into a cycle. If it won't start, it will indicate the ice maker or the main board has failed. Since you said it does cycle and refills, it will again lead to the ice maker being the issue or the temperature in the ice maker compartment is not cold enough.
Also, check to see if the sensor may have come loose under the tray. The sensor should be mounted directly under the tray and if it has come loose, it will cause this problem. If the sensor is still in place, the ice maker # AEQ72909602 would then need to be replaced.
