Why is the upper spray arm not cleaning well on my Kennmore Elite dishwasher?

I have a Kenmore Elite dishwasher model 665.17574201 and the upper spray arm is not cleaning well. I blew out the spray arm with a compressor and is not clogged. The upper arm gasket seems to have a split in it? Is this correct? It gets pressure to the upper spray arm but just not enough to clean well. This started happening a couple of weeks ago and I don't recall doing anything differently to cause this problem.

The gasket with the split is okay. It is suppose to have a split.
The problem is two weeks ago the upper rack started to clean poorly.
To confirm water delivery to the upper spray arm put 4 small cups upright in the corners. Run the dishwasher for a few minutes and check if the cups all have water in them.
The image below has a picture of the upper spray arm parts.
The dishwasher has a docking port {key #9} in the rear where it docks on the water feed tube {key #1} that may not be in all the way. If your rack is adjustable try another position and see if this helps.
The feed tube has two openings and when the upper rack is docked on one the other should be closed. If not fully closed then pressure to the upper spray arm will be reduced.
I would also suspect too much soap. Suds in the water will cause the circulation pump to loose pressure and not deliver enough water to the upper arm.
Poor cleaning is also related to the water not being hot enough so you might check the temperature of the water after it fills. It should be approximately 110-120 degrees.
I suspect the most likely reason for poor cleaning on the upper rack only is the water feed tube.

My problem seems to be the upper arm is plugged up. I have been taking stuff out, which makes me wonder if the garbage disposal in it is working. Now, there is no stuff I can see to take out, and its not cleaning the upper rack dishes. How do I check 1. whethere there is any water getting up to the upper area in the first place and 2. if the garbage disposal is working. Also, there seems to be a outlet for water on top of the rack, in the "ceiling" of the dishwasher. I can't tell for sure if it is spraying or not. If not, then the top rack washer arm isn't the problem. Since the bottom rack is getting clean, it would not be the pump, right?
