Belt won't turn on mower deck of 42" Craftsmen Riding Mower

I have a Craftsman 42" riding lawnmower (Model No. 917258524). I recently changed the belt and adjusted the mower deck height up as high as it will go. The blades engaged with no problem previously after I changed the belt for a period of time. But now they will not engage and the belt smokes b/c it isn't turning. It appears as if the Mandrel Pull won't turn freely when the mower is off, but I'm not sure if that should turn freely when not running? Also, is there any reason why adjusting the deck would cause the deck drive belt not to turn?

I'm curious as to what you think may be the cause of the belt not turning, and if it would be the deck mandrel assembly part I would need to change? Or would I need a whole new deck which I believe is Part No. 176031.

Please let me know your recommendation on how to fix this problem.
