Why is my upright freezer freezing at the bottom but warm on top?

My Kenmore Elite #25326082100 has not been freezing for several days. Food in the drawers is still frozen, but above this level is room temperature to the touch. Digital display shows between 28 and 31 degrees - rises when door is opened, but returns to that level. There is no appreciable dust accumulation on coils or condenser.

I unplugged it for several hours and removed the lower inside pane to remove ice from around the fan and evaporator (mostly refrozen fluids from thawing foods on the upper shelves). When plugged back in, the fan appeared to be running fine and the compressor sounds normal.

After eight hours, an inch of “snow” had formed over the evaporator and the display still read around 38 degrees. It’s now been almost 24 hours and it’s down to 19.

I checked the parts list and diagram and there does not appear to be a defrost timer, only a thermostat and heater. Am I missing something?

What else can I check or test?
