MY BOTTOM OVEN BAKING ELEMENT WILL NOT WORK?

I JUST ORDERED A NEW BAKING ELEMENT AND REPLACED IT ON MY KENMORE OVEN MODEL NUMBER 92002102. HOWEVER, IT IS STILL NOT WORKING. THE TOP OF THE OVEN HEATS THAT IS THE BROILER ELEMENT IN THE OVEN. HOWEVER, THE NEW BOTTOM ELEMENT IS NOT HEATING. I HAVE WENT IN TWICE AND MADE SURE THAT I PUSHED EVERYTHING IN TIGHTLY (REGARDING THE CONNECTORS). I UNDERSTAND THAT THE PROBLEM COULD BE IN THE ELECTRONIC CONTROL BOARD (ECB) WITH THE WIRING. THE BOARD MAY NOT BE SUPPLYING THE L1 VOLTAGE OUT OF THE BOARD AT THE TERMINAL BK. CAN I REPLACE THE WIRING MYSELF BY ORDERING IT? WHAT ELSE COULD CAUSE THE BOTTOM ELEMENT NOT TO WORK. WHEN I RECONNECTED THE BAKING ELEMENT THE NEW ONE, THERE WERE NO CRACKS AND NO BURNS AT THE CONNECTION WHEN I INSPECTED THEM.
