That link for a previous answer that Marc posted in the above response may help you with this problem. The IE code indicates that the washer detects a problem with water fill. Make sure that the hot and cold water supply faucets behind the washer are fully open. If you are using Floodsafe fill hoses that are shown in the image below, then I recommend that you replace those with conventional fill hoses.
You can shut off the water supply faucets and check the inlet water screens on the back of the washer for debris or deposits.
You can also place the ends of the fill hoses in a bucket or container and briefly open the hot and cold supply faucets to verify that you have proper flow and pressure from the ends of the fill hoses.
Make sure that you have the drain hose installed properly to prevent the fill water from siphoning out through the drain system. That drain hose should be at least 39" high. Make sure that the end of that drain hose is not stuck way down the drain stand pipe. That could also cause a siphoning problem.
These initial tips may help with this IE code on your washer. If the washer still won't fill after checking these issues, then you may have a component problem that will need to be repaired.
