I am sorry you are having a problem with the chipper. I will be happy to assist you. The chipper blade has a sharpened edge and the bolt holes are counter sunk. Position the blade onto the impeller with the widest part with the counter sunk holes towards you. The sharp edge of the blade will be above the slot in the impeller. (The cutting edge will face the direction the impeller turns.) Then secure the blades with the flat head bolts and nuts. I found a manual I think is close to your model.
