What does it mean when it says the item I want isn’t available in my area? Will it ever be? How do I check other stores?

I want to buy a electronic scooter but most can’t handle an adults weight and if they can they are really expensive. This one isn’t too expensive and can handle my weight. Of course it’s not available in my area whatever that means
