What does the solenoid assembly on the carburetor of my garden tractor do?

Gas continues to leak back into the carburetor, I bought a carburetor kit & installed it, figuring it was the needle. It has a brass seat so I cleaned it with a Q tip and reinstalled the parts. I immersed the float in gasoline for a day but it seems to be alright. Does the solenoid on the bottom of the bowl have anything to do with pushing up on the float and how does it work? As I said, gasoline will back into the carburetor and partially fill the air cleaner base. Do I have to buy a new carburetor? Gasoline still leaks after installing the kit.
