Refrigerator Won't Cool

Why won't my refrigerator cool? My freezer works okay and stuff turns into ice. We didn't put anything into the freezer but we know that it works. The fan in the freezer works too. I have a Kenmore fridge (Model Number 253.64879401) and I've set the temperature all the way to "6" on the dial inside the fridge part. The light inside the fridge works, I just can't get the inside temperature to go down and actually keep my food cold. It seems as though the compressor is running, I can hear some sort of humming noise at the bottom of the fridge. We couldn't feel any circulation of air. I'm not really sure if the fan is working or not, it doesn't appear to be. We don't have any dust build up on the coils.
